Between 1945 and 1961, the Communist Party of the Soviet Union expelled 1,401,705 party members from its ranks and censured several million more for their misdeeds, punishing Communists for wrongdoing as diverse as drunkenness, concealing compromising facts about past political errors, allowing a party membership card to be lost or destroyed, and collaborating with the Nazis during World War II. In so doing, the party was continuing a tradition of purges that had begun with the Bolshevik revolution of 1917; in the aftermath of the war and the purges of the 1930s, however, the values and governing strategies of the Communist party began to experience a series of marked changes. This dissertation will analyze the changing political landscape of the post-war USSR by examining three shifts in the country's party discipline system: the party's declining tendency to use the expulsion and censure of its members as a method of political control and social change, its decreasing inclination to cleanse itself of Communists suspected of disloyalty or of suspect class origins, and its growing intrusiveness in the private lives of its members. At the same time, the misconduct cases at the heart of this dissertation provide a window into two other questions of great interest to historians---the impact of World War II on the Soviet Union and the continuities (and ruptures) that characterized the transition from Stalinism to the Khrushchev era.

The first chapter of this dissertation outlines how the Communist party's internal disciplinary system worked; it suggests that the processes of expulsion and censure were not meant to be merely punitive and exclusionary, but were also intended to help the Soviet leadership control its representatives while spreading the regime's values to the population at large. The following five chapters discuss the party's investigation of five different forms of misconduct, including corruption, the concealment of compromising information, improper war-time conduct, child abandonment and marital infidelity, and drunkenness. In the years after World War II, I argue, the Soviet regime's efforts to crack down on wrongdoing showed a clear shift away from punishment and exclusion and toward education, persuasion, and moral reform; the regime became less interested in issues of political loyalty and orthodoxy, and more interested in how Communists treated their families and handled their alcohol. The Soviet regime, in short, became less repressive but more intrusive.
