Professionals, entrepreneurs, and bureaucrats had few opportunities to play a role in the social and cultural reform of late nineteenth-century Russia. Representatives of these three groups, however, created the Imperial Russian Technical Society (IRTO) in an effort to develop a new entrepreneurial culture in Russia, through workers' classes, public lectures, exhibitions, libraries, museums, and congresses, and to provide local civic leadership in a rapidly changing urban landscape. It is therefore unfortunate that the Technical Society has generally been overlooked by historians of late imperial Russia. By the 1917 Revolution, almost fifty branches of the IRTO addressed local and, at times, national issues related to Russia's industrialization and urbanization. In effect, the IRTO was one of the leading centers of social activism in cities throughout Russia, struggling to resolve the tension between an unwieldy autocratic state and educated society. I investigate the activities of the RTO from 1866 until 1917, emphasizing its regional representation throughout Russia and its educational programs.

How could an agrarian nation develop its industry and meet the social needs of a more specialized economy? By what means might an autocratic government answer the social challenges posed by a growing working class, dysfunctional municipal government, and a growing public discourse rallying against Russia's antiquated social system? By delving into the activities and ambitions of the diverse membership of the IRTO, we gain insight into many of the most pressing social, economic, and even cultural questions of the era.
