Through the interaction of recreation theory and practice, three new management goals were added to heritage interpretation's main goal of connecting visitors to natural and cultural resources. A model named "the four conceptions of interpretation," is proposed to illustrate changes in the field and to assess the effectiveness of interpretation's communication process to convey multiple management goals. The four conceptions are: (1) connecting visitors to heritage resources, (2) encouraging environmental literacy, (3) influencing visitor resource behavior, and (4) promoting tourism outcomes. The purpose of the study was to gather and analyze evidence of multiple goals in a trickle down effect from park management to the visitor.

520 $a The method employed multiple case study design. The three sites providing indigenous cultural programs were: Bandelier National Monument in New Mexico, Fort Smith National Historic Site in Arkansas, and Ocmulgee National Monument in Georgia. Triangulated qualitative data sources included guided programs, staff interviews, and 30-day post-program visitor telephone interviews. The survey instrument utilized a semi-structured and open-ended format. Participants were probed for general program content followed by more specific probes. All data were transcribed verbatim and analyzed using NVivo 2.0 qualitative coding software.
520 $a When applied to practice, the four conception model required modification to fit the data. Once rival explanations were considered, the model was effective for describing goals conveyed during the interpretive programs. Connecting visitors to resources, conception one, remains the seminal goal of heritage interpretation. For conception two, the goal of environmental literacy was conveyed using social topics more than through human impact topics. Environmental programs that emphasize ecological principles were reserved for schools and special groups. Messages influencing visitor behavior, conception three, were limited by the cultural context of the sites. Staff consensus for behavioral expectations was that visitors leave artifacts on the ground for further archeological study. For conception four, promoting tourism, staff used destination and travel ideas to improve visitors' connection to resources. Staff held varying notions of visitors and tourists. Many staff did not believe it is their job to promote spending and agreed that if the visitor asked first, it was appropriate to make suggestions.
