A total of 17 CLAs served 882 persons. Of these residents, 157 were involved in 248 unusual incidents which fit into 22 categories. The study was conducted through the examination of all unusual incident reports submitted to the county office.

Eleven agencies made their policies available for this study. All agreed on 10 categories of unusual incidents and on the procedures regarding how to handle unusual incidents.

Seventy percent of the unusual incidents involving male clients were medically-related and 28% were behaviorally-related. Fifty-six percent of the unusual incidents involving female clients were medically-related and 36% were behaviorally-related.

Seventy-six percent of the unusual incidents occurred in five agencies. Staff were involved in 12% of the unusual incidents, with 63% occurring in four agencies.

The top five categories of unusual incidents (Illness, Client Injury, Behavioral Acting Out, Accident, Property Damage) occurred most often in the five agencies that had the highest amount of unusual incident category assignments.

Four research questions were addressed: (a) the kinds of unusual incidents submitted to the Allegheny County, Pennsylvania, Mental Health/Mental Retardation office over a sixteen-month period and how they could best be categorized; (b) the differences in the kinds and the number of unusual incidents among agencies; (c) variables among agencies or the client population that may account for any differences; (d) amount of uniformity in agency policies concerning the handling of unusual incidents which occur in Community Living Arrangements (CLAs).
