00 billion annually. Supply-side regulatory measures developed almost a century ago appear ineffective today for controlling this form of drug abuse and may even impinge upon healthcare. In this study, we examine a theory for reducing prescription drug abuse by employing abuse-resistant technology in the composition and design of abusable drugs. We test this hypothesis by comparing estimated abuse levels for drugs containing the same active ingredient but using different design characteristics, including some that appear to inhibit abuse. Results: In every instance, drugs employing abuse-resistant designs showed significantly lower estimated abuse levels than comparator drugs without such designs. In addition, recommendations for implementing suggested regulatory policy changes are presented and discussed.
