During the Plans, the government recognized education as one of the highest priorities in development. Due to the limited physical capital, it decided that the desired pace of economic growth could be best achieved by increasing the quantity and improving the quality of its labor force. Emphasis was placed on the expansion of higher levels of education which would meet projected requirements of middle and higher levels of manpower in the planning horizon. Other objectives included the expansion of educational opportunities to all children of school-attending age and the qualitative improvement of education at all levels especially in regional and rural areas.

Using the 1968-69 Socioeconomic Survey and employing the method of multiple regression, we estimated the earnings functions for people with income for the whole sample and the non-agricultural sector. From these regression estimates we derived the age-earnings profiles adjusted for various factors such as sex, age, and economic sector. The profiles revealed that there was a positive relationship between education and earnings. We then applied the cost of education to the estimated earnings and estimated the rate of return to education for various educational levels for the whole sample and the non-agricultural sector. In both cases, the social rate of return for primary and lower secondary education were higher than the corresponding rates from higher secondary and higher education.

Our rate of return findings and the study of educational developments during the Plans showed that: First, in terms of efficiency of resource allocation, the higher levels of education received a disproportionate share of the government expenditure and that resources should be shifted from these levels to the primary and lower secondary education. Second, in terms of equity considerations, the concentration of educational resources at the higher levels of education and in urban sectors have benefited only a small proportion of the population at the expense of the majority. We feel that this is one of the factors contributing to the lower productivity and earnings of people living in the rural areas. Third, we have suggested that the cost-benefit aspect of investment in education be incorporated in the educational planning of Thailand.

Our study deals with the monetary and economic aspects of the role of investment of education in Thailand. However, we have noted that there are other external benefits of education which accrue to the society, such as the improvement of social stability, the improvement of physical and mental health of the population, that should be taken into consideration by the government in educational planning.
