The dissertation argues that a local Paris was both a solution and a problem for the construction of the modern French nation from the French Revolution to the 1880s. A local Paris was a solution because it legitimated the founding moment of modern French politics in 1789 and beyond by casting the Parisian crowd before the Hotel de Ville and its municipal magistrates as legitimate forces of the sovereign nation in revolt. But this Paris-France synecdoche was also a problem because Paris' ability to act on behalf of the nation in moments of Revolution from 1789 to 1848, and the local Parisian institutions' role in this synecdochic repertoire, generated the impossibility of defining an explicitly local Parisian municipality in each subsequent regime.

Responding to this Parisian aporia or what I have chosen to call, locating Paris, took place in two different spheres at two different moments. The first lasting response came in the 1840s in the administrative sphere as a new municipal electoral culture emerged to respond to the urban problems of the industrial metropolis. The Second Republic and Haussmann then consolidated this new local administrative vision of a robust municipality capable of acting on the city as a whole with a strong degree of institutional autonomy. However, it was possible to conceive of a Parisian particularity in administrative terms long before it could be understood in political terms. By refusing to grant municipal elections, the short-lived Republic and its imperial nephew left political decentralization in the capital city aside. France would have to wait for the 1880s in the broader transition to a lasting republic before Paris could be located in the political sphere. The Third Republic marked the end of that Revolutionary France which had pitted the sovereign will of the Parisian people against the institutions of national representation. By the time the Third Republic was firmly established, Parisian politics existed alongside the politics of the nation, but could not replace them.
