Words matter. And there is probably no political leader in the world whose words matter more than the President of the United States. This dissertation focuses on how two presidents talked about morality and the political agenda linked to them. It examines the use of moral rhetoric by Jimmy Carter and Ronald Reagan during their years in the White House. While the roots of their moral rhetoric came from the same source, the policy manifestation of their moral agenda was substantially different.

Jimmy Carter and Ronald Reagan used moral rhetoric extensively during their presidencies, which unfolded during the post-Vietnam, post-Watergate milieu of American politics. Indeed, some argue that Jimmy Carter was elected largely because he was a moral leader. His personal credibility made the extensive moral rhetoric not only plausible, but refreshing. Reagan too used moral rhetoric extensively and he too had the personal credibility that made it seem genuine.

Both came to office with what appeared to be a moral agenda, seeking to use the office of the American presidency to bring about change on issues they identified as moral by using moral rhetoric in their speeches, a form of direct appeal. Thus, this work serves as an extension of the argument of Jeffrey Tulis in the Rhetorical Presidency. We see that for Carter and Reagan, historic Christianity played a prominent role in their lives, how they viewed the principles of morality, and their understanding of "right and wrong." It also played a significant role in the language they chose in speaking about moral issues.

Carter and Reagan both blurred the line between private morality and public service, while affirming the constitutional separation of church and state. This project demonstrates that both Carter and Reagan sought to integrate their moral worldview into their job. They thought they could help shape a better world by allowing their moral beliefs to influence their priorities and decisions.
