Many low- and moderate-wage earners are experiencing steady erosions in their health and pension benefits. In a nation in which those who 'work' or earn a wage have been the recipients most entitled to benefits, this erosion has generated less organized opposition than one might expect. The aim of this dissertation is to understand why so many workers experiencing this erosion in publicly subsidized benefits remain acquiescent. It does so using intensive interviews and Q-methodology to examine workers' ideas about the legitimacy and effectiveness of government intervention in health and pension benefits as well as income remuneration. Contrary to prior research, many of those I interviewed are not primarily opposed to government intervention. In fact, many respondents would like government intervention in health, if not pension benefits and eroding incomes. However, they are unlikely to mobilize and demand action because respondents do not believe politicians will respond to them or do so effectively. Moreover, many respondents are ambivalent about government addressing eroding incomes, leaving one of the primary obstacles to secure benefits largely immune to criticism or intervention. Chapter 1 introduces "workers on the edge," and then presents a critical review of three strands of political science literature---welfare state theory, political trust, and policy feedback. These literatures provide the framework for understanding how the divisive structure of the welfare state affect the ideas and expectations of "workers on the edge." Chapter 2 defines "workers on the edge" demographically and conceptually and details the political and economic factors that are often identified as causes of eroding benefits. Chapters 3 and 4 introduce my primary research methodologies---intensive interviews and Q-methodology---and offer an introduction to my findings. Drawing upon intensive interviews and Q-studies, Chapters 5 and 6 present the experiences and narratives of respondents as they face increased health, pension and income insecurity. These chapters analyze how the structure of the welfare state informs respondents' ideas about the legitimacy of government intervention and its effectiveness, contributing to respondents' mobilization and inaction. Chapter 7 provides a summary and conclusion.
