This study examines the relationship between student mobility and academic achievement in a public school district that serves a near equal proportion of military and civilian students. The aim of the study is to determine whether mobility affects academic achievement as measured by the New York State tests of Mathematics and English Language Arts in grades 3 through 8. Both civilian and military students are included in the study in order to more fully understand the effects of mobility on military versus civilian students.

Results of the study indicate that mobility influences academic achievement quite differently for military and civilian students. Mobility, when treated as a single fixed factor, has limited influence on academic achievement overall, but its effects are present and significant for civilian students. The study reveals, however, that mobility does affect the achievement of military children when influenced by students' gender, ethnicity, family size, and social capital. Of particular interest was the significantly negative effect of social capital for mobile military students. According to this study, those families who establish rich social support networks are not negatively affected by mobility. This finding is consistent with recent literature pertaining to the efforts by the United States Military to increase the level of social capital among military families, thereby reducing the potentially negative effects of mobility.

Ultimately, this study illustrates that mobility, as well as the factors that moderate its effect on achievement, should be considered when formulating policy and practice for both civilian and military students. Based on the findings of this research, recommendations are made to combat potentially negative effects of mobility. The recommendations include avenues for school districts to assist families in developing greater social support mechanisms, identifying and supporting students most likely to be negatively affected by mobility, decreasing intradistrict mobility, and ultimately deploying school district resources more strategically and efficiently.
