To investigate how advances in test theory and computational statistics can be harnessed to improve the practice of testing in the light of the increasing focus on the impact of testing on the lives of millions of people, a model incorporating various sources of information that are usually available in most testing situations, but are nonetheless ignored in the estimation process for one reason or another, is proposed. An MCMC parameter estimation algorithm corresponding to the proposed model is also developed.

Simulated and actual data are analyzed to establish the usefulness and feasibility of the proposed model. In the simulation study, several factors are considered: the number of tests, the length of tests, the number of examinees, the proportion of variance in the abilities accounted for by the covariates, and the degree of correlation between the abilities.

Both the ancillary variables and correlational structure pertain to the latent abilities. It is, therefore, not surprising that methods that incorporate either one or both sources of information in the estimation process provide better ability estimates. The optimal condition occurs when several short tests that measure highly correlated abilities that also correlate highly with the covariates are used. Simulation results show that incorporation of ancillary information also indirectly improves item parameter estimates. Moreover, results indicate that accounting for the separate sources of ancillary information leads to better estimates.

The real-world example shows that, to the extent that it can be verified, the analysis of actual responses of examinees provides results very similar those obtained in the simulation study. Hence, in real testing situations, better quality estimates can be expected when ancillary information is incorporated in the estimation process.

Finally, several practical considerations are also discussed. The most notable is the appropriateness of including ancillary information in reporting ability estimates. To address sufficiently the concerns and reservations surrounding this issue, theoretical underpinnings should be further expounded, and empirical evidence should be collected to show that the use and interpretation of ability estimates obtained via this method are valid and appropriate.
