Perhaps noting this trend, three ski resorts located in or near the Lake Tahoe Basin developed new urbanist-style ski villages at the base of their mountains. The Village at Heavenly Valley, the Village at Squaw Valley and the Village at Northstar are all successful high-end destinations and each has several notable new urbanist traits. Site visits were performed to gather the necessary photographic record and data to perform a comparative analysis.

Using the framework of a model employed by the Tahoe Regional Planning Agency as a template, this thesis assesses the visual quality and propensity of new urbanist design traits of each development in an effort to establish a link between new urbanism and high visual quality. This study builds upon the TRPA model to rate a total of six visual quality indicators: color, texture, perimeter screening, articulation,vegetation management and new urbanism. The sum of these factors produces the visual score for each development.

Noting the lack of attention paid to setting in the TRPA model, this assessment assigns weight to the characteristics of the surrounding environment: rural, semi-rural and urban. Logically, development in rural areas has a more significant impact on visual quality than would be the case in an urban setting. Accordingly, the setting multiplier reveals a true composite visual rating score.

Upon review of the data, Heavenly Valley, located in the urban environment of South Lake Tahoe, California, has the highest base rating and weighted composite rating. Squaw Valley has the lowest CVRS. Each resort contains many positive new urbanist features and in comparison to many other ski area developments in the region have unmatched visual quality and new urbanist traits. However, a comparison of the three shows the urban setting of South Lake Tahoe contributes greatly to the overall scenic rating for Heavenly Valley, and the relative rural settings in which Northstar and Squaw Valley are located prevent a higher score. The urban setting allows new urbanist traits such as density, mixed-use, transit and alternative parking to flourish. Here, access is not dependent on the automobile. Uses associated with the auto can be de-emphasized as a result. The data from this assessment support the literature in discovering higher quality visual environments where the car and related infrastructure are absent. In the semi-rural setting where access is mainly by car, other visual assessment indicators can be negatively impacted. The study shows a large parking area and resultant inability to establish vegetative screening impairs Squaw Valley's visual quality.

Despite having a separate category in the model, new urbanism permeates the entire assessment establishing a clear link between new urbanist design traits and improved visual quality. The results of this study may be beneficial to the resorts to improve certain aspects of their design. Clearly, Squaw Valley could benefit from additional vegetation and an alternative-parking situation, while Heavenly's rating would increase even more with a darker color scheme. For the most part, the Village at Northstar is well designed to blend with the surrounding forested setting.

This study demonstrates a single application of the visual analysis model. Extrapolation of the model to other settings may prove useful for planning professionals when determining the potential visual impacts of a proposed development. The model would also aid in the site selection process by allowing planners and developers to compare the visual impacts of the same development proposals at different locations. With knowledge of the variables impacting visual quality, planners could work with developers to devise mutually agreeable solutions to maintain scenic quality while promoting new urbanist design.

Ultimately, the research presented here describes the evolution of aesthetics in planning; the efforts of one agency (TRPA) to protect the scenic quality of a treasured landscape; a trend in planning toward more compact, walkable and human scale environments; and a quantitative assessment mechanism to ensure human development is both practical and attractive. The visual assessment model was successfully applied to three resort developments in the Lake Tahoe region to rate the composite visual quality of each. The results show the application of new urbanism techniques can be instrumental toward increasing visual quality. A review of the literature presented here along with proper application of this model may assist in restoring visual quality to the built environment and foster preservation of beautiful landscapes.
