The law is brief. It does not burden the districts with processes and procedures, it allows them the leeway to create, implement, and administer their own programs. This has resulted in a variety of programs across the state. This process of self control has also allowed the state to avoid the creation of further bureaucratic structure and oversight of the school districts. As a result, since the implementation of the law, there has been no follow-up to determine the success or failure of program implementation or, more importantly, program effectiveness in the districts.

This study examined several high school and vocational school culminating project programs located in south, central Pennsylvania. Utilizing surveys and interviews, the students, parents, and teachers in these programs were asked if the culminating project was fulfilling its intended purpose.

The study results indicated that in Pennsylvania the programs varied from district to district, with the quality of each affected by several fundamental variables. These included commitment of the district to the program, quality of the program curriculum, and student commitment to the assignment. Data from this study found some parts of the culminating project to be effective at facilitating learning, while others were less so.

Rated highly were the utilization of mentors, freedom of choice in project selection, and overall value of the project as a learning experience. Conversely, the culminating project was not generally found to be a catalyst for career or future planning or a capstone experience linking school to the real world.
