Kohlberg claims that his research supports the hierarchy of moral stages and supports a moral philosophy that characterizes the highest stages. Kohlberg challenges charges that he has committed the naturalistic fallacy, arguing instead that empirical research can be used to validate philosophical claims following what he terms the development-philosophic strategy.

I examine Kohlberg's claims to have synthesized the philosophical positions of idealists such as Plato and Immanuel Kant with John Dewey's experimentalism and John Rawls' version of utilitarianism. Kohlberg's theory is found to follow the guidelines of Kantian formalism in most details. It was found that he mischaracterizes key elements of Dewey's theory that, in fact, denote major differences between his theory and Dewey's. There was greater affinity found between Kohlberg's theory and Rawls' social contract.

Three groups of critics of Kohlberg's theory I examine are social scientists, feminists, and Aristotelian philosophers. Representative examples of these three groups of critics are summarized and discussed. It was concluded that all three groups shared three common criticisms and that these criticisms reflected an Aristotelian philosophical position.

Kohlberg's last major work is examined and reveals a significant revision of his original model. Several studies of programs using Kohlberg's just community school approach to improve the moral atmosphere of schools are examined. The paper concludes that Kohlberg offers a model of the development of moral reasoning and behavior that challenges behaviorist models of moral learning and provides a viable alternative for schools looking for a practice of moral and character education.
