Study results indicate that building the public decision-making capacity of a community is crucial. Addressing community issues requires a multi-disciplinary approach incorporating different assessment models.

This study develops and implements a multi-dimensional framework for public decision-making. The integrated framework consists of input-output analysis, labor force model, fiscal impact analysis, Hedonic Price Analysis, and multiple objective decision-making. The framework was used to evaluate different groups of Confined Animal Feeding Operation (CAFO) alternatives for reducing negative impacts of livestock waste in Saline County, Missouri. Three groups of strategies and alternatives were considered: land application of manure, dietary changes for livestock, and changes in farm size and structure.

Results reveal that the local economic benefits of CAFOs exceed loss in property tax receipts (costs). The average loss in land values within 3 miles of a 640 acre CAFO is approximately

12 per acre. The proximity of residential housing to CAFOs is crucial in reducing pollution damages of CAFOs.

CAFO alternatives were evaluated based on economic and environmental criteria. Soil incorporation of lagoon effluent using the Aerway<super>® </super> system is the dominant manure application alternative. Dietary change alternatives are dominated by the diet 3 alternative, which reduces soybean intake by 52 percent, increases corn intake by 18 percent and adds 0.62 lbs. of amino acid. Small CAFOs dominate large and medium CAFOs in terms of economic and environmental criteria.
