Public policy influences the affordability, availability, and quality of early childhood care and education (ECCE). ECCE, in turn, affects parental work and children's developmental outcomes. Increasing use of ECCE meant that roughly 260,000 children under 5 in Massachusetts experienced regular, non-parental care in 2000. However, licensed providers had capacity for only 174,000 children and there were only 69,000 subsidies available for 170,000 eligible children.

This study explores the value of detailed, quantitative data on ECCE policy making in the Massachusetts Legislature from 1990 through 2000. It also explores the usefulness of models of policy change developed by Kingdon, Hayes, and Baumgartner and Jones.

Data were gathered from legislative records and interviews. Appropriations and authorizations, as well as enacted and unenacted legislation, were analyzed to identify changes in policy and policy making. 462 pieces of legislation and 162 budget line items were analyzed in detail.

The Massachusetts Legislature appropriated

07 million for ECCE in 2001, a 130% increase over the

20 million appropriated in 1991 (adjusted for inflation). This roughly doubled the ECCE portion of the total State budget. The bulk of these appropriations were devoted to subsidizing ECCE. The subsidy paradigm shifted from welfare-to-work to much broader income eligibility coupled with a work requirement and a sliding fee scale.

The amount of ECCE activity in the Legislature increased over the decade and over 70% of the ECCE authorizations enacted were outside sections on budgets. The attention to quality, especially for subsidized ECCE, and the Department of Education's role in ECCE both increased.

This study's findings indicate that generalizable, quantitative measures of policy making and models of policy change are valuable in describing and analyzing legislative activity. The measures and the models help identify possible strategies for ECCE policy entrepreneurs. These results may lead to more informed policy making and more effective advocacy, and ultimately modified ECCE policies and enhanced child and family outcomes.
