American communities despise the sex offender more than any other class of criminal. ‘Megan's Law’ is a series of legislation that gives communities the right to access information identifying sex offenders living in their neighborhoods, with the purported intention of improving public safety. The presence of a sex offender tends to provoke a ‘Not In My Back Yard’ (NIMBY) response from neighbors. The substantial public role in sex offender policing facilitated by Megan's Law enables communities to exert their NIMBY agenda. The concept of a ‘division of labor’ in policing, examined through a case study in Monrovia, California, provides for a model of social control based upon displacement of individual offenders. Such a model does not enhance overall public safety, since the displaced offender simply moves to another community's space.
