Before the French Revolution in 1789, many members of the British upper classes took a “Grand Tour” to the European continent. Twenty years of war brought an end to the Grand Tour, however, in 1814, Britons returned to continental travel. As a result of the diffusion of wealth within Britain, many of these new “tourists” were not members of the aristocracy, and the number of travelers gradually increased from 1814 to 1830.

Confronted with a steady stream of British travelers local populations had to develop an identity for tourists in order to incorporate them into their lives. The period 1814 to 1830 saw a struggle between British travelers and those they came in contact with to define the relationship between these new “tourists” and those who provided services to them. Our modern understanding of a “tourist” as a privileged individual entitled to cross cultural and political boundaries emerged during this time. The ever increasing numbers of nonaristocratic travelers necessitated the formation of an identity that conferred privileged status upon them so that all those able to afford travel could do so.

Britain's hegemonic position after the Napoleonic Wars protected British travelers. Under this protection, the tourist identity slowly developed, and by 1830 tourism was established as a part of European cultural life. By the end of the 1840s, it was established in the eastern Mediterranean as well.

Between 1814 and 1858, the passport emerged as the basic document identifying tourists. The eighteenth century British passport, designed to meet the needs of diplomats and the British aristocracy, was ill-suited to fit the needs of the new non-aristocratic British tourist. As a result of conflicts they inevitably confronted, tourists began to demand that the Foreign Office redefine the passport. The result was the emergence of the passport as the identifying badge of the new tourist.

Tourism arose as a socially constructed outlet for Britain's wealth. Britons saw themselves as a nation of travelers. Britain's wealth and international power allowed Britons to travel until tourism became established as an economic force. As the economic benefits of tourism were recognized, its economic power grew, and tourism developed into a historical force.
