This dissertation summarizes the results of a research project that examines whether the loss of students to charter schools causes public school districts to react and improve their programs and whether this reaction can also lead to greater efficiency in the pubic school system. The first part of the project is an analysis of nine Massachusetts school districts that have lost at least 2% of their enrollment to a charter school. The second part of the study analyzes the efficiency of the school districts and charter schools in Massachusetts using Data Envelopment Analysis to determine if the charter schools operate more efficiently than public schools. The results indicate that of those districts examined, those that receive less than half of their funding from state assistance felt the negative impact of the charter schools more acutely. In addition, the strongest reaction came from the district with the highest losses and has led to major programmatic changes in that district. The efficiency study determined that charter schools operate more efficiently than the public schools. A much higher percentage of charter schools were found to be operating completely efficiently, relative to the group, than were public schools. Further analysis of the efficiency scores indicates that the inefficient public school districts are predominately cost inefficient and would benefit from increased competition through expanded school choice.
