Both China and the USSR are undergoing radical economic changes. To modernize quickly, they are turning to the West for capital, technology, and management skills.

During the 1920s, the Soviets invited Western investment. Though capital input was small, there was significant technology transfer.

The Chinese first passed liberal joint venture laws, and formed special economic zones with free-market regulations. Soviet change has been slower. The Russians are also considering the formation of special zones.

To judge the potential for zone and joint venture success, this paper examines past foreign economic involvement. Chinese treaty ports brought Western economic methods to coastal areas, but had little affect on the hinterland. Zones, which are expensive to set up, face similar problems engendering wide-spread economic change.
