State enterprises in the People's Republic of China have long maintained a pattern of employment characterized by extensive benefits and largely guaranteed job tenure, in a politicized factory community known as the "work unit" or danwei. This dissertation explains the origins of this employment system and suggests new approaches to understanding the nature and bases of state power in urban China. For several decades, scholars and other observers have regarded the danwei as the product of socialist planning and the rule of the Chinese Communist Party (CCP). An alternative cultural perspective, which asserts that the danwei is a reflection of superior-subordinate relations, traditional forms of organization, and other characteristics attributed to Chinese culture, fails to account fully for the origins and development of certain features of the work unit system. This study shows that the attributes of the danwei emerged less from the formal designs of the CCP and more from an evolutionary process that began well before 1949. Workers, managers, and state officials responded to periodic crises by creating institutions of employment that persisted and heavily influenced future labor policies and industrial management patterns under both the Nationalist and Communist regimes. The origins of work unit employment in industrial enterprises lie not with the CCP or an inherently communist (or Chinese) method of factory control but in crisis-driven institutions that emerged at different times during the period 1927 to 1966. Using archival records from industrial bureaus and selected factories, each chapter explores a different institutional element of the danwei system: the arbitrary power of shop floor supervisors, the provision of extensive welfare measures, the use of political campaigns as mobilizational and organizational devices, state controls over wages and labor allocation, and the rule of enterprise party committees. Some institutions have persisted throughout recent economic reforms and pose serious political obstacles to further liberalization in the industrial sector in contemporary China. The dissertation concludes by discussing how this explanation might be usefully applied to understand the origins and development of employment systems in other countries, capitalist as well as socialist.
