Chapter 1 models the environmental regulator's behavior when firms have different abilities to pay. In the presence of limited liability, the marginal deterrence effect of monitoring is greater for the larger firms than it is for the smaller firms, i.e., increasing the probability of monitoring will induce greater reduction in expected damage from the larger firms than from the smaller firms. Local environmental regulators are mainly concerned with the environmental quality and their own monitoring cost. There is evidence that they have little concern for the firms' costs. Under these conditions, I show that the regulators will monitor all firms more intensively than socially optimal. Furthermore, the regulator will always monitor the larger firms more intensively because they are relatively “cheaper” to monitor. Giving the regulator a higher budget will not necessarily lead to social welfare improvement. I also show that the self-financing policy changes the “effective” marginal monitoring cost for firms with different abilities to pay, which can lead to more monitoring distortion.

Chapter 2 studies the relationship between intensive agricultural practices and the land productivity. Problems of decreased land productivity due to more intensive agricultural practices arise throughout the world. In China, increased population pressure and political decisions have led to more intensive practices, notably the increased use of fertilizer. We use the Kalman filter technique and the Chinese panel data of grain production to estimate an index of the land productivity, together with the parameters of the environmental dynamics and the production function. These estimates show that more intensive practices can have persistent and substantial negative effects on the long term land productivity.

Chapter 3 evaluates the effectiveness of the Chinese pollution levy system. Although there are extensive theoretical studies on firms' responses to environmental regulations and enforcement, there are few empirical analyses of firms' investment efforts in responding to different regulations and enforcement strategies. This paper presents an empirical analysis of the pollution abatement investment efforts of Chinese industrial firms. Based upon the data from thousands of top industrial polluters and the data on regional development, the econometric results show that, contrary to common criticism, there is a positive and significant correlation between the pollution levy rate and firms' expenditure on pollution abatement.
