Many agents who make economic decisions are not fully informed, so that economies may perform below their most efficient level. More information could therefore improve economic performance. This dissertation asks whether government policies to inform agents can change the performance of an economy. Analyzing the transmission of knowledge and information between governments and citizens opens the possibility of identifying elements that stimulate economic growth.

What sort of institutional structure can optimally deliver appropriate knowledge and information to under-informed agents? How can government-citizen communication optimally enhance the citizen's acquisition of knowledge and information? The answer to these questions relies on the intensity of social interactions in a social cluster and on the quality of information sent by the government. As a subset of society, a cluster is an institution where individuals repeatedly interact.

This dissertation presents an overview of knowledge and information flow, including a model of the role of knowledge and information in production. The model developed is based on a connectivity driven factor, which includes interdependency, complementarities and spillover factors between agents. It is used to generate empirically testable hypotheses, where Indonesia's “Green Revolution” in the 1970s–1980s is taken as a case study. The ultimate goal is to characterize the knowledge and information transfer policies to alleviate poverty in Indonesia; such poverty occurred partially because of the gaps in citizens' acquisition of knowledge and information.

Using the Solow residual, I demonstrate that the impact of knowledge and information transfers depends on the size of a cluster, the productivity of farmers, the level of farmers' educations, and the amount of fertilizer used. I also show that farmers in Java are more productive in rice cultivation than farmers from the rest of Indonesia. Agricultural extension workers have played an important role in making all of the above possible. Thus, enhancing the extension service agents' knowledge and information and implementing an effective dissemination policy will enable government to appropriately communicate its programs to citizens. Significantly, output would rise if the government adopts a two-way communication in its central-regional-farmers relationships.
