This dissertation examines the political implications of four different agricultural policies—the High Yielding Variety Promotion (1976–82), the Partial Liberalization (1987–1992), the Summer Paddy Program (1992–now [2001]), and the Land Reclamation Project (1991–now [2001])—that have been implemented under the military regime in Burma. It analyses the varying circumstances under which the military elite in the capital and local officials in the provinces enjoy popularity or unpopularity and the ways in which the legitimacy of the national government and that of the local government are related. It also provides first-hand information on the attitudes of, rice farmers toward the central government leaders in Rangoon who formulate agricultural policies and projects and the state officials who implement them.

There are three major arguments in this dissertation. First, it expands on the concept of “legitimacy by economic performance” by proposing two issues that are consequential for-the legitimacy of the state. Whether the legitimacy of the state can be enhances or undermined depends on the types of development policies that it sponsors, and on the ways in which they are implemented at the local level. The military's popularity can also be enhanced when farmers are convinced that abuses and mistreatment-by the local government have taken place without the knowledge of the central government (local government in this context refers to political and administrative officials from various government departments and agencies dealing with agricultural issues, and village tract and village chairmen and members). Second, the dissertation challenges conventional studies on Burma that focus on the behavior and practices of the military elite in Rangoon, and treat the military regime as a unitary actor. The approach taken here aims to disaggregate the state into different levels for analysis, and to highlight the importance of the interaction between the rice farmers and those who implement agricultural policies. Thirdly, this study demonstrates how and why the autocratic and repressive military leaders who are perceived by a particular segment of the population as illegitimate may at the same time be favorably viewed and accepted by another segment of the same population.
