This study examines differences in elementary and secondary school systems between Japan and the United States and how such differences might be reflected in the achievement characteristics in each country. The results from the 1995 Third International Mathematics and Science Study were used to compare academic achievement in Japan, the U.S., and other participating nations. In particular, to understand the issue of low academic achievement and achievement inequality in the United States, the importance of structural incentives is addressed. It is argued that many industrialized countries have a “selective” school system, which encourages all students to perform well by allowing them to attend the best school possible. In contrast, in the U.S. the public school system lacks structural incentives for high performance by limiting school attendance to a school in students' residential areas from elementary school through high school. This study also addresses the possibility of whether or not, and how, school systems can play a role in creating equality and excellence in education.
