Most scholars of state politics agree that the governor is the major policy actor in state government. Governors are said to be their state's chief legislator, and a governor's relationship with and success in dealing with the legislature is often associated with judgements concerning gubernatorial “effectiveness.” Borrowing from studies of the presidency and Congress that view the nation's chief executive and Capitol Hill as “separate institutions sharing [and sometimes competing for] powers,” here I apply this formula to the Virginia governorship and General Assembly. Via a systematic analysis of the legislative performances of Virginia Governors Gerald Baliles (1986–1990), L. Douglas Wilder (1990–1994), and George F. Allen (1994–1998) that acknowledges the relational nature of the legislative process, I offer a richer interpretation of gubernatorial/ legislative relations generally, and address the reasons for variations in gubernatorial performance and success in their dealings with the legislature specifically. This approach offers a more realistic appraisal of the relationship among governors and legislators in the legislative arena. Ultimately, this project moves us beyond the question of <italic>whether a governor can be successful</italic> in his or her dealings with the state legislature, and sheds some light on the reasons for variations in executive success rates.
