This dissertation demonstrates that Structural Adjustment Programs (SAPs) impede development of the kind of civil society advocated by the World Bank and International Monetary Fund (IMF). SAPs are expected to produce a more stable political and economic environment. As economic development advances so should the organization and participation of the less advantaged in civil society. Middle class civil associations should stabilize regular democratic participation in civil society, labor unions should become less volatile and disruptive, and the government should become more accountable to civil society as a whole.

In Ghana, from 1983 to 1993, although SAP economic policies were implemented with significant success, they reinforced the existence of only negligible middle and working classes which was detrimental to civil associations, specifically labor unions. The majority of the population became poorer and urban workers were increasingly "retrenched." Also, as labor union membership declined and the political influence of urban laborers waned, members became less willing to participate in union activity because they feared losing their jobs.

Society became weaker while the state became stronger and more oppressive. As citizens became poorer, they disengaged from the kind of coercive state needed to implement structural adjustment reforms. Police powers were used more often to control all labor activity and even the most apolitical labor unions were targeted by the SAP state. Hence, out of desperation urban workers resorted to sporadic mobilization of mass protests against the government. Regular and consistent participation in civil associations was limited, therefore, while instability was perpetuated.

This critique of the liberal economic development and the liberal democratizing strategy is important because the kind of class structure which prevails in Ghana is not uncommon in other developing countries. The experience of colonialism and the requirements of structural adjustment create and maintain a society composed almost entirely of subordinate classes. If liberal democratization is dependent upon the development of the middle class to advance civil associations, as the World Bank, IMF and modernization theories suggest, then liberal economic development must improve the economic status of a broader cross section of society in Africa.
