Literacy programs often serve as the only safety net that provide non-literate adults with an opportunity to develop literacy skills.

The study finds that literacy programs, the majority of which are delivered in Ghanaian languages, are improving participants' ability to read and write, as well as developing skills to perform written calculations. Advantages to literacy participants using several non-economic indicators appear greater, when compared to non-literate adults and, in some cases, adults with incomplete primary education. However, the extent to which the newly acquired literacy skills translate into quantifiable economic benefits, as hypothesized in the study, remains unproven. The study findings indicate that the economic benefits of participation in literacy programs are inferior compared to those observed for primary school completers. The most significant impact on income from employment accrues to those who complete the full primary education cycle, or higher educational levels.

In the context of less-than-universal primary school enrollment and completion, it is clear that literacy programs will continue to provide an effective mechanism for offering basic literacy skills to a large proportion of the adult population. It is important to re-assess, however, the quality of the programs being delivered, and the associated delivery methodologies and materials, to ensure maximum impact of the literacy intervention on the individual and their family.

It is also clear that primary school completion must continue to be an investment priority for Ghana, especially given the observed economic benefits of education, most of which accrue only upon completion of primary education. However, while there is an immediate need to expand and improve the quality of primary education to reduce the need for remedial literacy programs, reliance on the formal educational system alone is a long-term strategy. Literacy interventions should not be abandoned in favor of formal education programs only; such an action could potentially marginalize further the most educationally and economically impoverished and vulnerable population group.
