The major purposes of this study were to add useful information to the meager database on school resource allocation in Taiwan; to examine the applicability of decentralization theories in western countries to schools in Taiwan by comparing public and private schools; and to conduct a critical review of the literature on school decentralization and thereby introduce alternative methods that may be used to improve school quality through school finance reform in Taiwan.

520 $a This study was divided into two parts: The first part focused on the findings from the analysis of school expenditure data that was collected from the government. Nine private and nine public senior high schools were selected for the comparison, and a purposive paired sampling was used to reduce the effects caused by extraneous factors.
520 $a The second part was a presentation of how a randomly selected group of principals explained the results gained from the first part. Five public and five private school principals were randomly selected to explain the results. Then, an in-depth discussion was offered of the major problems that emerged from the results of the two parts. Finally, based on the Western theories as well as the Taiwanese cultural and political background, several policy options have been recommended to address the public and private school financial problems in Taiwan.
