My dissertation consists of three essays that offer new evidence relevant to the design, implementation, and evaluation of social policy, broadly defined. In the first chapter I use a 1993 federal court case, <italic> Cook</italic> v. <italic>Rhode Island</italic>, in conjunction with the implementation of the Americans with Disabilities Act (ADA) to estimate the impact of employment protection on the labor market opportunities of obese people. In <italic> Cook</italic>, an appeals court ruled for the first time that obesity, either perceived or actual, can be covered under the ADA. Using individual level data from 1988–1999, I estimate that <italic>Cook</italic> increased employment for obese women relative to non-obese women on the order of four percentage points—more than closing the observed pre-<italic>Cook</italic> employment gap.

The second chapter presents a first attempt to measure the direct impact of the 1996 Health Insurance Portability and Accountability Act (HIPAA) on job mobility for sick individuals. HIPAA mandated “full portability” by reducing and/or eliminating the ability of insurers to impose pre-existing conditions restrictions. I present a model where employers screen applicants on health. I show that when employers have alternative mechanisms for eliciting health status, the model predicts that HIPAA should <italic>decrease</italic> job mobility for sick workers. I use March CPS data on individuals from 1996 to 1999 to show that the law was <italic>not</italic> associated with relative mobility gains for the targeted groups.

The final chapter addresses income differentials among same-sex couples, opposite-sex couples, and married couples. This paper identifies independent public health data that has less severe underreporting than the Census and that contains individual level information on sexual behavior and family planning to corroborate data validity. I demonstrate the validity of the same sex cohabiting unmarried partner approach by showing that these households exhibit sexual behaviors that are different from their married and opposite sex cohabiting counterparts and that are consistent with public health evidence on gays and lesbians. I replicate, confirm, and extend previously published Census results on gay incomes.
