Over the past twenty-five years, computer based, online, real time transaction processing applications have been implemented in many organizations. A central characteristic of these applications is that business information becomes widely and instantaneously available across all locations and management layers of an organization. Despite the extensive use of these applications, few studies are found in the literature on how managers in organizations utilize this new functionality. This study contributes to understanding this phenomenon through examining how chief business officers have chosen to use online, real time budget and financial applications in colleges and universities. Such applications are a central part of the resource allocation and resource management processes in higher education institutions.

The interviews that form the basis for the study were held with fourteen chief business officers of colleges and universities that had implemented an online, real time budget and financial application. Analysis that links open, axial and then selective coding of the interviews was used to develop a grounded theory to describe how people are using these business applications and the instantaneous and widely available information they make possible. The study concludes that such applications are being used to more widely extend responsibility for fiscal integrity.
