Following much contemporary work on ethnicity, I maintain that ethnicity is neither a natural nor an inevitable basis for social differentiation. It is but one possible method of sorting human difference; it is but one possible mode of social categorization. Ethnicity is not a mere synonym for all individual and collective differences. It is, like other social categories, a political construction. Ethnicity marks a particular historical manifestation of the boundary between states and peoples. Ethnicity, then, is one way among many possible modes of sorting people which is time and space specific.

Building upon institutional theories of politics and competitive theories of ethnic relations, I suggest that the categories, groups and identities which classificatory systems engender are reflections of shifting conceptualizations and forms of political sovereignty. Ethnicity, I propose, emerges in concert with the placement of sovereignty in the individual citizenry of nation-states.

Toward this end I examine a periodized, schematic narrative of immigration and citizenship history in three regions (British Channel, Hudson River Valley and Straits of Melacca) from 1500 to the present. The three regions considered in this work incorporate seven contemporary nation-states: (1) British Channel (France, Great Britain and Ireland), (2) Hudson River Valley (Northeastern Canada and the United States) and (3) Straits of Melacca (Indonesia, and Malaysia).
