Decisions of distributive policy are inherently divisive, raising issues of both principle and of organized interests. Different policies (pensions, health care, education, family benefits) target specific groups; cutting or funding a social policy requires that parties not only be aware of the country's fiscal problems but that they also be cautious of the political consequences of acting on a policy. Using various government and organizational sources, I organize a dataset comprised of the aggregate welfare expenditures and principal policy features for seven post-communist countries.

In conclusion, I find that within the confines of the dual transition, political parties in post-communist legislatures influence social welfare policy in organized ways. The interesting finding of this dissertation, however, is that these governments altered welfare policies in patterns that roughly corresponded with those of industrialized developed democracies. Party ideology played a part in influencing policy changes; the strength of the policy constituencies also corresponded with many of the structural alterations.
