By employing a historical structural and comparative perspective, the study examines the evolution of Taiwan's welfare systems since the Japanese colonial period. The development of the welfare policies during the KMT's mainland period is also dealt with. Especially, the dissertation pays attention to the rise of relevant pension/allowance programs which have continually caused heated debates in Taiwan.

In addition, by using data from several nation-wide sample surveys conducted in Taiwan, I develop and test a number of causal models of the structural determinants of public attitudes toward social welfare and program support in Taiwan. Cross-time variations in public attitudes are dealt with and some international comparisons are made.

Little is known about support for specific welfare policy/program. In addition, previous research has not paid enough attention to the relationships among welfare ideology, party affiliation and welfare support. Previous studies on Taiwan seem to assume that people with the ideology of government welfare are more likely to support welfare programs. Most previous studies assume that compared to KMT (the Chinese Nationalist Party) supporters, DPP (the Democratic Progressive Party) supporters are more likely to support welfare state policies/programs. This dissertation finds that it is not true. Although compared to KMT supporters, DPP supporters are more likely to identify with the ideology of government welfare, it does not mean that DPP supporters are more likely to support certain welfare policies/programs. The work should be a contribution to both Taiwanese studies and comparative research in related fields. The work also has important implications in politics and policies.
