Noise arising from operation of construction machinery and other construction activities in major cities are most annoying and dangerous at street and below-ground levels, where the loudest equipment is used and where sound levels are even amplified. Both residential and business neighborhoods are adversely affected by the presence of excessive disturbance created by construction activities, particularly if these activities occur during early morning or nighttime hours. In some cases, the alteration of vehicular traffic patterns results in a change in traffic noise levels. A survey was conducted as to which type of machinery is most commonly used in New York City, the amount of disagreeable sound generated by specific equipment, and cost-effective commercially available means of attenuating it. Noise codes in major cities in the United States and throughout the world were evaluated with respect to effectiveness, ease of application, and cost. On-site sound-level measurements were taken and the results compared with published data. Methods of predicting noise levels through the use of computer models were also evaluated. The purpose of these efforts was to develop model set of construction noise specifications and mitigation measures for future New York City projects.
