There is a lack of evidence-based information in the literature to describe interorganizational relationships that address the current and future supply of allied health and nursing professionals. This case study was conducted to examine the planning and development of the Healthcare Workforce Collaborative (HWC) in an interorganizational arrangement between four agencies (Workforce Development Partner, Community College Partner, Regional Education Council and Healthcare Bargaining Agency). This partnership of four independent organizations established as its primary goal addressing the healthcare workforce shortages in the state.

The primary interest of this study was to understand the interagency characteristics of the HWC that participants identified were in place at the time the study was conducted. The conceptual framework for the study was the Intriligator Interorganizational Arrangements Model (IAM) (2004). This framework has three major variables (Collaborative Infrastructure, Collaborative Procedures, and Collaborative Leadership); each variable has five descriptors that vary according to the level of interdependence needed to accomplish a particular Collective Objective.

The major conclusions of this study were as follows: (1) The partnership conducted their work together by first designing a Transitions Program to enhance the academic and personal support skills of certified nursing assistants working in healthcare facilities. (2) The HWC, designed as an interagency steering committee was comprised of organizational members with policy making authority to implement the HWC's Collective Objective in ways that are compatible with the home organizations' policies. (3) HWC members addressed the need for ongoing resources to sustain the interorganizational arrangement. However, no decisions have yet been made to pool resources to maintain or expand the Collective Objective. (4) Collaborative Leadership behaviors of the HWC representatives included, but were not limited to time devoted to committee meetings, consensus-based decision-making, and the regular progress reports made to various units in the four home organizations.
