This research investigates the implications of labor migration as Filipinos work overseas and struggle with familial obligations, economic imperatives and personal identity. In the process of the inquiry, the following fundamental research questions are raised. What are the forces that propel Filipinos to seek work overseas? What are the ethical dilemmas they face on individual, national and global levels? How do Filipino workers define their identities in terms of their narratives in the diasporic context? What are possible future reconfigurations of their lives? What are the policy implications for the Philippine government?

The research paradigm is critical hermeneutic inquiry, which is interpretive and anthropological in approach (Herda 1999). Data is based on text transcribed from conversations, observations, review of the literature, articles and the personal journal of the researcher. Theories on time, narrative (Ricoeur 1984, 1985 and 1988) and Being-in-the-world (Heidegger 1962) are used to analyze data. Parameters for the analysis are three categories of global forces and local conditions, ethical dilemma and oneself as another. Participating in the research are ten Filipino men and women working in the United States and England and three Philippine government officials.

Critical findings have emerged from the study. First, Filipino labor migrants are driven overseas by dreams for a better life principally for their families. They generate tremendous economic benefits but at a high social cost. Second, they reconstruct and redefine their identities as they live and work overseas but maintain connections to the homeland. Third, the Philippine government is faced with the need to re-calibrate national policies to balance the need for overseas labor migration as well as to retain its manpower for national development. Fourth, reverse migration is emerging as a new model of labor migration and, finally, international cooperation for labor migration policies is critical as countries demand and supply the need for workers.

The salient recommendations of the research study are geared for consideration by the Philippine government. One is for more aggressive country to country agreements that would allow Filipino overseas contract workers to bring their families and protect their rights and welfare. Another is for the educational curriculum to address both national development and global competitiveness. An important aspect is the strong promotion of Filipino as the national language as well as the maintenance of English as the global language. Finally, there is a need to support the critical role of non-government organizations as mediators between the overseas labor migrants and the Philippine government and/or their host government.
