As developing economies undergo far reaching macro-economic and structural changes in recent years, there is an increasing interest in determining their impact on individuals' employment behavior. The impact on women within the prevailing climate of gender inequality in developing countries is of particular interest. Using the case of Vietnam in the post-reform era, this paper looks beyond the boundary of the household to empirically test the impact of socio-economic, cultural and other institutional factors on gender differences in employment across regions in Vietnam. This analysis therefore has three key objectives: (i) to determine the prevalence of gender differences in employment in Vietnam, (ii) to examine the nature of gender differences in employment across different regions in Vietnam, particularly Northern and Southern Vietnam, and (iii) to explore the role of specific factors in influencing employment outcomes and diminishing gender biases with particular emphasis on institutional factors such as the availability of infrastructural facilities and cultural factors such as the role of norms and ideologies developed in the socialist era. My main interest is in the last mentioned objective.

The study uses multilevel analysis methods to analyze the 1992--93 Vietnam Living Standards Survey data to examine whether regional differences in the historical and socio-economic context in combination with supportive state policies ameliorate some of the traditional disadvantages that women face in their employment. Results indicate that after controlling for individual and household characteristics, residence in Northern or Southern Vietnam explains only some of the gender differences in employment outcomes. The long history of trade in an environment supporting private enterprise has encouraged women's self employment in Southern Vietnam. However, residence in the Northern or Southern regions has little impact on decreasing gender differences in wage employment. Instead, urban residence encourages employment in the formal sector to a greater extent for women resulting in smaller gender differences. Results of the analysis particularly with the case of education also raise important questions of how state policies operate to influence gender differences in employment outcomes, either by directly influencing their employment or whether it is mediated through their influence on individual human capital characteristics.
