During World War I, nearly 100,000 Indochinese men went to France as linh tho [soldiers and workers]. Earlier scholarship has indicated that these men were conscripted laborers, "taken in chains" to France. My scrutiny of the French archives has revealed a different picture of their experiences. In fact, a majority of them were volunteers. Poverty, natural calamities, and a desire to see the world prompted tens of thousands of men to volunteer. These men came from diverse backgrounds: in their ranks were active soldiers and reservists, French citizens, members of royal families, civil servants, students, migrant workers and peasants. A few thousand of these men came from Cochinchina. Most were from Tonkin and Annam. Each man received a daily wage, a per diem allowance, a family allowance, and medical care.

The experiences of these men in Europe were diverse. The soldiers participated in the famous battles in Chem in-des-Dames, Verdun, and the Somme, and many also served in the Balkans. The workers endured economic hardship, joined labor protest movements, and were both victims and perpetrators of ethnic and racial discrimination. They learned French and Quoc Ngu, received military awards, married French women, and saved much money. Furthermore, their sojourn in France transformed their lives. Most were no longer the illiterate, poor, and timid peasants who left Indochina for France in 1915. Many of them no longer viewed French people as superior. Many also adopted European attitudes about the value of labor and the power of collective action. When the war was over, these men returned to Indochina with high hopes. To their disappointment, while they had changed, the society they had left continued to operate in a pre-war manner. Furthermore, postwar economic instability caused many to lose their accumulated wealth and fall back to poverty. With the coming of the Great Depression, disappointment and resentment turned into violence. The World War I veterans participated in workers' protests and farmers' revolts to demand social change.
