The purpose of this study was to compare teachers' and parents' perceptions of the organizational culture in elementary schools in two county-wide school districts, both rural.

The School Organizational Culture Questionnaire, developed by Dr. Isaiah Reid (1998), Professor at South Carolina State University, was used to collect data for this study. Completed surveys were received from 398 teachers and 362 parents for a total of 760.

The t test for Independent Means, the ANOVA procedures, and the Scheffe Multiple Range Test were used to generate the comparative data. Data were analyzed using SPSS-X. Significance was established at the .05 level of probability. The findings were as follows: H 0:1 predicted no significant difference in teachers' and parents' perceptions of the organizational culture in elementary schools. The analysis of the Total Organizational Culture yielded a t-value of 9.35 which was significant at the p < .001 level. These findings revealed a significant difference. H0:1 was rejected. H0:2 predicted no significant difference in teachers' and parents' perceptions of the organizational culture in elementary schools according to race. The analysis of the data for the Achievement Culture yielded a F-ratio of 35.0234 which was significant at the p < .001 level. These results revealed significant differences among Black and White teachers' and parents' perceptions of the Achievement Culture in their schools. Based on the results of these findings, H0:2 was rejected. H0:3 predicted no significant difference in teachers' and parents' perceptions of the organizational culture in elementary schools according to gender. The analysis for the perceptions of Total Organizational Culture yielded a F-ratio of 30.4749 which was significant at the p < .001 level. Female and male teachers' perceptions of the organizational culture in elementary schools were significantly higher than female and male parents' perceptions. Based on these findings, H0:3 was rejected. H0:4 predicted no significant effects of status (Teachers and Parents), race, and gender on perceptions of the organizational culture in elementary schools. The analysis of the interaction effects of status, race, and gender on the perceptions of the Collaborative Team Culture yielded a F-ratio of 1.707 for status (Teachers and Parents) and race, a F-ratio of .582 for status and gender, and a F-ratio of 2.274 for race and gender. The interaction effects were not significant at the p = .05 level. Based on the results of these findings, H0:4 was accepted.

The results of the study indicate that the organizational culture in elementary schools pertaining to this study may have developed by chance and with little or no input from parents. This study strongly indicates the need for principals, teachers, and parents to collaborate in developing effective organizational cultures in elementary schools.
