Combining qualitative interviews and quantitative analysis, this study describes various forms of university-industry relationships in China, sketches out a dynamic map of province-level knowledge exchange in China, examines the effectiveness of the Chinese early-stage regional innovation system, and explores the determinants of university-industry collaborations in China. It was found that university-industry collaboration is the most important mechanism of technology transfer from university to industry in China.

With a patent co-application by a university and a firm used as a measure of knowledge flows from university to industry, I analyzed the Chinese patent data from 1985-2004 at the provincial level to reveals the roles of different provinces and municipalities in the national innovation system and how those had changed over time. Using logit p* modeling technique, my analysis shows that the regional scheme promoting within-region collaboration was not effectively working in the early reforming years. As the market-like conditions strengthened, however, a regional innovation system gradually emerged and within-region collaborations became more prominent.

Using the same dataset, the determinants of collaborations between academic and industry partners at the organizational level are examined through rare events logistic regression. The results show that geographic distance is indeed an obstructive factor in achieving university-industry collaboration, suggesting the transaction costs associated with long-distance collaboration are an important factor for firms to consider when seeking their academic partners. However, the negative effect could be mediated by the institutional, social network and information stickiness factors.

This study not only shows how technology is transferred from university to industry in current China and what factors are important in achieving such transfer, but also specifically analyzes the geographic pattern of university-industry collaboration and relates the changes to Chinese science policy in different historical contexts, thus contributing to the literatures of university-industry relationships, economic geography and political economy, as well as advancing our understanding of the technological development process in a developing country.
