History writing and research in Russia are rooted in two contrasting institutional cultures. Kraevedenie is a long and deeply cherished social tradition dating from the late 19th century of studying the histories of Russia's provinces. Russia also has a long tradition of history studies dominated by the state. This dissertation uses theories of historical institutionalism to show the continuity in history writing institutions in Russia and the Soviet Union over time, even during times of revolutionary political change, and social and cultural shock. That is, the five case studies explored in this dissertation (two federal level case studies---the Yeltsin and Putin administrations, and three regional case studies---Tatarstan, Novgorod and Voronezh) show remarkable institutional continuity in history writing and the production of school history textbooks in spite of dramatic historical breaking points such as Russia's transformation in the 1990s. Each case study also shows that the ways in which these institutions have survived are quite different.

These enduring institutional cultures in Russia have produced a diversity of history narratives and textbooks. These different narratives represent alternative conceptions of the Russian state in some cases competing with and challenging the history promoted by the center in federal school history textbooks. These conceptions of history are used by local elite to promote different ideas about the Federation and regional-center relations---ideas that are legitimated through stories about the past and Russia's cultural and political traditions.
