We seek to answer this question by analyzing the internal-organizational relationships and organizational-regulator relationships which compose the structured network of regulatory experience in these organizations.

Using interviews, participant observation, visualization, and document review, we describe Los Alamos National Laboratory's regulatory environment across a number of regulatory domains, both from project-centric and regulatory-domain-centric frames. The results suggest an enormously complicated and largely unexplored organizational world which helps to define both the content and experience of regulation within the organization, as well as the perceptions of that organization by external regulators.

We conclude that the incentives and information flows created through certain organizational structures which are formed to buffer the organization from regulation, have unanticipated and largely unexplored consequences. The impacts include information assymetries within the regulated organization, difficult to predict incentives with sometimes perverse consequences, and general implications for the invisible costs to public managers and citizens seeking assurance about complex entities operating in hazardous environments.
