The projected exodus of baby boomers from the federal civilian workforce by 2010 may leave behind a novice workforce incapable of accomplishing missions without the knowledge provided by contractors. This qualitative case study explored federal civilians' perceptions of contractors as a source of knowledge transfer, and how to optimally ensure effective transfer of knowledge from contractors to the federal civilian workforce. The study data revealed that the existing Socialization, Externalization, Combination, and Internalization (SECI) framework (Nonaka & Takeuchi, 1995) would benefit federal leaders deciding how best to capitalize on contractor workforce knowledge. The results of this study are significant because federal leaders must ensure a competent federal civilian workforce to support missions in the best interest of the U.S. citizens.
