Horizontal cross-organizational communication can only continue to become more common as complex public service organizations must pool people and resources from different divisions to achieve "whole government" goals. Therefore, leaders must take advantage of existing opportunities to enhance communication in public organizations with vertical reporting structures. This action research project sought to explore the literature concepts of communication, leadership, and organizational culture for ascertaining effective strategies of communication. Through interviews and focus groups, public servants gave voice to their experiences of horizontal cross-organizational communication, and by doing so, informed a set of recommendations for organizational development, including learning from gaps and building new partnership structures; changing structures and processes to create a communication culture; and developing collaborative leaders and mobilizing networks. While implementation will require commitment to change as well as human and financial resources, the organization may benefit from the implementation of communication tools that work across boundaries.
