This research examines the history of sustainable development with an eye toward determining the historical role, functions, and political influence of non-governmental organizations. My research utilizes the so-called Stockholm-Rio-Johannesburg trajectory of environmental mega-conferences as the historical background for this research. Within this thirty-year period, I asked the question how has the role of non-governmental organizations (NGOs) changed. I proposed a four-phase theory of growth that included (1) agenda setting, (2) norm development, (3) norm cascade, and (4) consolidation.

I concluded that the role, function, and their overall levels of political influence have not changed over time, NGOs tools used to influence varied according to the phase of growth of the discourse. My research contradicts both of these facets of non governmental organizations, through the determination that these groups activities correspond more closely to the four-phase stage of growth than to the current practice of limiting NGOs political activities and influence to a post-Cold War agenda-setting function.
