One of the central paradoxes of politics in contemporary China is that the Communist government since 1949 has been successful at maintaining its power but at times has been ineffective at using that power to implement policies at the grass-roots level. This thesis addresses the question of policy implementation in China, which until recently has received little scholarly attention. It concerns itself primarily with two questions: To what extent do local policy "outputs" deviate from center expectations and from each other? To answer these questions, the thesis investigates the implementation of agricultural policy in two Chinese provinces, Jiangsu and Shaanxi, during two important periods of economic adjustment in the 1950s and 1960s. By analyzing how policies of economic liberalization were implemented in two different provincial contexts, the thesis demonstrates first that there has been a significant cleavage between policy and implementation in China since the 1950s. Second, the thesis argues that while similar implementation problems have occurred throughout the country, meaningful cross-regional differences in the timing, duration and substance of policy outputs can be identified. Third, the thesis shows that variations which occur in the process of policy implementation can be attributed to the interaction of policy content, local context and local institutions, with the performance of institutions playing a decisive role.

Chapter One describes the policies and periods under study in the thesis. Chapter Two establishes the conceptual framework, drawing on literature in public administration, political development and China studies. Chapter Three analyzes the structure and process of the Chinese implementation system with reference to China's historical traditions, Communist Party doctrine and organizations theory.

Chapters Four and Five describe the implementation experiences of Jiangsu and Shaanxi to provide an empirical base for the assessment of policy outputs. Chapter Six draws on that case material to address the impact of policy content, local context and institutional performance on implementation outputs. Chapter Seven discusses some of the implications of the research, both for implementation analysis and for China's political future.
