Americans are increasingly concerned about the management and restoration of lands contaminated as a result of weapons research and development at America's federal defense sites. Wastes have accrued in the form of hazardous and radioactive materials that in some quarters are perceived to pose near- and long-term threats to the biota, and to human health. Due to public pressure, litigation, and the National Environmental Protection Act, the U.S. Department of Energy created federal advisory boards to include public stakeholder recommendations on environmental management decisions at eleven weapons research and development sites in the United States (Probst and McGovern, 1998).

The purpose of this study was to learn how volunteer board members of one federal advisory committee were educated to make environmental policy recommendations to the U.S. Department of Energy. To achieve this purpose, the investigator employed the educational ethnographic research methods of participatory research, field notes, interviews, and document analysis. Qualitative content analysis was used to identify major themes and strands of thought that emerged from interview dialogues and secondary documents. Content analysis of data emphasized a search for verbal content that included topics associated with study participant health beliefs, attitudes, perceived risk, knowledge and behaviors related to hazardous and radioactive waste at Sandia Base. The internal validity of this study was safeguarded by using multiple data sources to triangulate findings.

The research instrument was the principal investigator. Open-ended educational ethnographic questions were asked of current and former members of the Sandia National Laboratories Citizens' Advisory Board in Albuquerque, New Mexico. Key informant interviews were conducted with local, county, state and federal agencies to aid in the development of research questions and to triangulate results. Secondary academic and governmental resources were also reviewed to inform the study and triangulate results.
