The propositions that characterize inquiry into the domain of geography as presented by seven seminal physical and human geographers were examined. The physical geographers, Humboldt, Hettner, and Davis, despite differences, emphasized descriptions of the physical environment and its impact on man: E $\to$ M. For Richthofen, the emphasis of description was on the reciprocal impact of the environment and man: E $\Leftrightarrow$ M.

Among the human geographers Ritter and Ratzel emphasized man's impact on the physical environment, but also inquired into the influence of the environment on man: M $\Leftrightarrow$ E. For Semple description centered on man as a product of the physical earth: M $\gets$ E.

It was determined that for all seven geographers the complexity of the relationship between man and the environment was the focus of geographic inquiry toward explanatory statements. Geographic inquiry was addressed either inductively or deductively. The determination of inductive or deductive methodology is dependent upon the prior identification and description of phenomena and the specification of reasons for inquiry into phenomena. For all seven geographers maps are the principal format for presenting information describing the complex relationship between man and the physical earth. It was determined that maps are selective, that is, they can not represent all of the features of any set of phenomena. Maps are also evocative in that they convey implicit relationships among phenomena on the surface of the earth.

The identification and description of accurate subject matters in geography through examination of the propositions of seminal scholars is a prerequisite of program development. Program development is dependent upon the application of criterial statements that govern the selection and organization of subject matters. The impact of alternative sources of criteria on the selection and organization of subject matters is illustrated toward initiating further inquiry into these and other potential sources of criteria for the selection and organization of subject matters for geography in elementary schooling.
