The United States Conference of Mayors reported homelessness increased 9% in 2006, a 50% increase in the rate of growth over that of the previous year. A continued pattern of rising homeless population will need additional resources and remedies, which require innovative ideas. Massachusetts leaders are looking for more effective ways to deal with homelessness. The Governor's Executive Commission on Homelessness has identified preventative approaches as a promising avenue for policy changes, and state leaders are increasingly interested in a community-wide approach that would focus on prevention.

520 $a This dissertation examines two communities that have developed community-wide approaches to homeless prevention: Cape Cod and Worcester, Massachusetts. It describes how these communities created their collaborative approaches and analyzes what makes their strategies sustainable. The research questions focus on why and how community coalitions were created as well as whether they were sustainable. The research design employs an embedded case study approach that makes use of both community coalitions and broker organizations in each site, as units of analysis.
520 $a This study utilized concepts generated by Robert Chaskin, who uses leadership patterns to explain organizational models and describes power and authority through the concept of broker organizations. Applied to this dissertation research, the theory suggests that the efficacy of these communities' success depends on the ability of a broker organization to maintain authority without alienating current or potential partners in the community-wide homeless prevention efforts.
520 $a This dissertation demonstrates that the broker organization theory can successfully be applied to community collaboratives aimed at preventing homelessness. Those communities that shared power and resources were able to maintain their roles as broker organizations and more effectively draw in new resources. The organizational structure of homeless prevention collaboratives is heavily reliant on the linking of systems and people who can bring to the table the full array of prevention needs: income, health, housing, and education.
520 $a This research documents the ways in which one approach to homeless prevention has been implemented. It underscores the importance of efficiently utilizing scarce resources and should help policymakers direct these resources by evaluating networking potential and understanding the necessary roles within collaboratives.
